What program should I use to create/edit a scene?

You can use any text editor, but to make it easier on yourself we recommend you use one with XML syntax highlighting such as Notepad++, Editplus or a number of other alternatives.

In practice there is not. There may be an implementation based limit, however it would be in the range of over 2,000,000,000 nodes.
