Government officials briefed senior union representatives Wednesday on the pending cuts. The union was told Environment Canada will now concentrate on core services like contamination cleanup and enforcement of pollution rules.
Meteorologists, chemists, biologists and other scientists are expected to either be fired or transferred to other positions within the federal public service.
Treasury Board President Tony Clement, who is in charge of reducing the cost of government services, said Thursday that this is a decision by Environment Canada. He promised the government would try to find new jobs for the fired.
"When there are staff reductions, first of all those decisions are not taken lightly, because we are dealing with human beings and families and we know that this is sometimes a challenging time when these decisions are made for those individuals," Clement said at a news conference in Ottawa.
"But we as a government go out of our way to work with each individual to try to see whether through attrition, whether there's another position available in the government of Canada or at least work with them for retraining. I think that's the right thing to do," he said.
Clement said about 11,000 people -- roughly 5 percent of the federal workforce -- quit or retire from the public service every year and he hoped some of the Environment Canada workers could fill these vacancies. The government cannot give a guarantee but would do its best, he said.
But union leaders didn't expect many of the fired workers to find new jobs in the government.
Green Party Leader Elizabeth May said in a statement that her Party is concerned that this latest round of job cuts could affect Environment Canada's ability to deal with complex and changing environmental issues, May said.
Besides, they are "worried that cuts are also impacting other departments," she said.
Her words were echoed by the Liberal Party.
They called the cuts "reckless," saying they "prove that protecting our fragile environment while building a vibrant green economy is not a Conservative priority."
"These massive cuts are deeply alarming and will result in reduced ability to evaluate scientific issues, such as air quality, climate change and water quality, and could potentially lead to less-informed decision-making," Liberal environment critic Kirsty Duncan said in a statement.
Further job losses are possible when the government completes its "strategic review" of operations later this year.

I am going to answer both of these questions. We will first define balance and its relation to the golf swing. Secondly, we will discuss how you develop the balance capacities of your body in relation to the golf swing. So without further ado let's get started.
 
The second factor has to do with a term that many of you have probably heard before. That term is "muscle memory." Realize that within your body the skeleton is controlled by your muscles, muscles are controlled by nerves, and the nerves are told what to do by your brain. The messages sent to your muscles through your nerves by the brain create movement (i.e. muscles working to make the body move). These movements can either be efficient or inefficient. Inefficient movements by the muscular system tend to be "sloppy" and "unrefined." Efficient movements are just the opposite. Efficient movements by your muscular system are refined and technical. Improvement in balance is a result of the latter (i.e. efficient muscular movement). Efficient muscular movement is developed through training the muscles and nerves of your body to become more efficient. This is not done through typical exercises like bench press or leg press, but through stabilization and balance exercises.
Well, let me tell you some of the replies I have received for this question and we will take if from there. Here are just a few that I hear: "head over your belly button between your feet," "swinging a club on the correct path," "knowing where your body is in space," and "kinesthetic awareness." All of these answers are somewhat correct, but none of them gives us a good sound understanding of what balance really means.
Balance is the ability of your body (i.e. nerves, muscles, and skeleton) to swing a golf club effectively and efficiently on the correct path without changing the position of your body in such a way that it is detrimental to the swing and its outcome (i.e. contact with the ball). Pretty simple definition when you break it down, and from now on when your swing coach says, "You have to stay balanced," you know what he is talking about.
Okay, we now know the definition of balance and its relationship to the golf swing. Now, for the second question of this article: "how do we develop balance in relationship to our golf swing?" This next section will answer this question for you. I would also bet that the answer is not as obvious as it appears.

I will first say that developing balance in your swing is a combination of a couple of factors. The first and probably most obvious factor is mechanics. The golf swing is a biomechanical movement that requires the body to take the club through a specified swing path in a certain sequence and timing. The body must learn the biomechanical movement of a golf swing to become efficient with the movement. As your body becomes aware of the movement, more efficient with the movement, and has a better "feel" for the movement, the concept of balance in your swing will improve. So the first part of developing balance in your swing is linked to the mechanics of the swing and becoming more efficient with these mechanics. Practice, practice, and more practice is necessary to create better balance in your swing.
The final piece of the definition is: "during movement." This simply means anything your body is doing. The Security Council said in a press statement which was read to reporters outside the council chamber by this month's council president, Hardeep Singh Puri, who is India's permanent representative to the UN.
Puri said that a meeting to be held on September 4-6 in Somalia will seek to devise a roadmap to guide Somalia's Transitional Federal Institutions (TFIs) in strengthening the country over the next year in preparation for an eventual shift to a representative government.
"The members of the Security Council stressed the need for wide participation by Somali groups in this meeting, including the TFIs, local and regional administrations and other Somali stakeholders," Puri said. "They called upon all participants to engage constructively and responsibly in this meeting and stressed the importance of agreeing the roadmap in a timely manner."
Somalia is currently run by the TFIs, including the Transitional Federal Government (TFG). Supporting the Somali government in its attempts to neutralize the country's armed groups is the African Union Mission in Somalia (AMISOM). The mandate of the TFIs was due to end on August 20, but has been extended for an additional year.
"The members of the Security Council noted that future support to the TFIs would be contingent upon completion of the tasks in the roadmap," Puri said.
The security situation in Somalia has been dynamic of late, as Islamic militant group Al-Shabaab withdrew its forces from Mogadishu on August 6., Puri said that the council commends the efforts of AMISOM and the Somalia Security Forces against Al- Shabaab and encouraged Somalia's governing institutions to use the withdrawal to their advantage.
He said that the council has "urged the TFIs to immediately capitalize on these gains by urgently focusing on the delivery of basic services and providing good governance to all of its citizens."
The council, Puri added, calls on the international community to contribute to AMISOM to help it fulfill its mandate.
On the humanitarian front, drought in the Horn of Africa region has led to the declaration of famine in several regions of southern and central Somalia, at which the council reiterated its concern. An estimated 3.2 million Somalis are currently on the brink of starvation, according to the UN.
"The members of the Security Council urged all parties and armed groups to ensure full, safe, and unhindered access for the timely delivery of humanitarian aid to persons in need of assistance across Somalia and to take appropriate steps to ensure the safety and security of drought-affected populations and humanitarian personnel and supplies," Puri said.
He also said that the council urges member states to contribute to the UN Consolidated Appeal for Somalia, and noted the council's "serious concern" that the appeal is not yet fully funded.
The UN needs 1.4 billion U.S. dollars more in donations in order to meet its funding requests to help Somalia.

In marked contrast to the old adage, an explosion of high-end training classes tailored for the rich second generation (Rich 2G) appeared recently.

With the Chinese obsessed with the idea of passing their wealth and property on to their children, and with so many millionaires and entrepreneurs now reaching retirement age, the training courses to prepare the next generation for leadership roles are more popular than ever.
 
 
"Unfortunately, most of the training bodies at present are holding programs merely because they are lucrative. They boast a faculty of famous teachers or top entrepreneurs but the actual situation are usually not the case," he said.
He added that in the United States, only 30 percent of family businesses are taken over by the second generation and just 12 percent make it to the third generation.

The courses aimed at getting them ready for the responsibilities ahead are distinguished by their high tuition fees that typically run to tens of thousands of yuan.
In Beijing, there are at least three well known such training classes, including programs at Peking University, Tsinghua University and Beijing Huashang Institute of Management (BHIM), a training body mainly for private enterprises.

Statistics from the Hurun Report on China's wealthiest people last year show that China has a total of 825,000 individuals worth more than 10 million yuan and 51,000 with more than 100 million yuan.
"Because it is easy to make a fortune in the training market, that has spurred many institutions that do not have credentials to vie for a finger in the pie," he said.

Zhang Peng, a trainee at BHIM, will graduate next month after studying since 2008 and spending 48,000 yuan on five days of classes every two months.
